APPLICATION AND ADMISSION RULES

FOR FOREIGN CITIZENS

ESTABLISHED BY STATE EDUCATIONAL INSTITUTION

OF HIGHER PROFESSIONAL EDUCATION

"PETROZAVODSK STATE UNIVERSITY"

FOR 2011\2012 ACADEMIC YEAR



  1. GENERAL PROVISIONS

1.1. The present Application and Admission Rules for foreign citizens seeking admission to the state educational institution of higher professional education (SEI HPE) "Petrozavodsk State University" for 2011/2012 academic year (hereinafter referred to as the Rules) regulate admission of foreign nationals to the SEI HPE "Petrozavodsk State University" (hereinafter referred to as PetrSU) basic educational programs of higher (B.Sc., Specialist, M.Sc.) and postgraduate professional education (postgraduate education, residency training, internship training, doctorate degrees); research or academic teaching traineeship; extended education programs (pre-enrollment preparation programs, professional development and retraining programs; short-term education and exchange programs aimed at enhancing knowledge of the Russian language, culture and literature). 

The part of admission procedure which is not regulated by these Rules is carried out in accordance with the Procedure of Foreign Citizens Admission to the Nationally Accredited Educational Institutions of Higher Professional Education, approved by the Decree of the Ministry of Education and Science of the Russian Federation No. 841 of December 29, 2009.

Admission of stateless persons permanently residing in the territory of the Russian Federation to postgraduate studies, residency training, internship and doctoral degree programs of PetrSU is implemented in the manner prescribed for the citizens of the Russian Federation.юююю

According to these Rules, foreign nationals are individuals who are not citizens of the Russian Federation and have proof of citizenship (nationality) of any foreign state, as well as stateless persons – individuals who are not citizens of the Russian Federation and do not have proof of citizenship (nationality) of any foreign country.

1.2 Foreign citizens’ admission to the basic programs of higher professional education of PetrSU is carried out:

  • according to international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation at the expense of relevant budget (including the quota limits set by the Government of the Russian Federation);

  • on contractual agreements with the tuition fees paid by private and/or legal persons;

  • according to exchange programs agreements, as well as research or academic teaching traineeship agreements between PetrSU and foreign educational institutions or scientific organizations.

    1. Admission of foreign citizens for studying at the expense of relevant budget is carried out:

      1. Within the quota fixed by the Government of the Russian Federation in accordance with the Decree of the Government of the Russian Federation of August 25, 2008 No. 638 "On Cooperation with Foreign States in the Field of Education", in compliance with the directions of the Ministry of Education and Science of the Russian Federation.

      2. In accordance with 1) the Agreement on Granting Equal Rights to Citizens of the Member States of the Agreement on Deepening the Integration in the Economic and Humanitarian Spheres of March 29, 1996 for admission to educational institutions, approved by the Decree of the Government of the Russian Federation No. 662 of June 22, 1999 (for citizens of the Republic of Belarus, Kazakhstan, Kyrgyz Republic and the Republic of Tajikistan); 2) the Agreement on Cooperation in the Sphere of Education signed in Tashkent in May 15, 1992 (for citizens of CIS countries); 3) the Agreement between the Government of the Russian Federation and the Government of the Republic of Georgia on Cooperation in the Spheres of Culture, Science and Education, approved by the Decree of the Government of the Russian Federation No. 43 of February 2, 1994, and other international treaties of the Russian Federation and intergovernmental agreements of the Russian Federation.

      3. With reference to the certificate of participation in the State program aimed at facilitating voluntary resettlement in the Russian Federation of compatriots living abroad who joined the State program aimed at facilitating voluntary resettlement to the Russian Federation of compatriots living abroad, approved by Presidential Decree No. 637 of June 22, 2006.

1.3.4. According to the Federal Law No. 99-FZ of May 24, 1999, "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad".

1.4. Admission of foreigners listed in subparagraphs 1.3.2. – 1.3.4., Par. 1.3 of these Rules to study at PetrSU, with tuition fees paid from the relevant budget, is carried out on a competitive basis, unless otherwise stipulated by the legislation of the Russian Federation.

1.5. Admission of foreigners to PetrSU under contractual agreements, with tuition fees paid by private and/or legal persons, is carried out within quota limits, established by the license granting the University the right to deliver educational services, and in accordance with the annual Rules of Admission to PetrSU.

1.6. Admission of foreigners to short-term education programs and exchange programs is carried out under contractual agreements, with tuition fees paid by private and/or legal persons, within quota limits, established by the license granting the University the right to deliver educational services.

1.7. Admission of foreigners to pre-enrollment academic training program is carried out under contractual agreements, with tuition fees paid by private and/or legal persons.

1.8. Foreign citizens can seek admission not only to specializations and directions listed in the license granting the University the right to deliver educational services (with issue of state-approved documents confirming education), but also to special education programs, organized and administered by the internal regulatory documents of the University (with documents confirming education issued after the completion of the relevant program).

1.9. Foreign citizens must be acquainted with the Charter, internal regulations of PetrSU, the license granting it the right to deliver educational services, certificate of state accreditation regarding relevant specializations/directions which gives the right to issue state-approved documents confirming Higher or Postgraduate Professional Education.

1.10. Foreigners have an opportunity to be acquainted with the content of the basic education programs, as well as with other documents, regulating the education process and the Admission Board activity.

1.11. The information for applicants can be found on the information stand of the Admission Board and PetrSU official site (in Russian and English languages).

During the period of the documents acceptance, the Admission Board informs applicants daily about competitive examinations and the number of applications submitted so far, and also organizes and administers a special telephone line for answering all the questions both in the Russian and English languages.

1.12. These Rules apply to all the structural subdivisions of PetrSU.

1.13. All foreign citizens seeking admission to the basic educational programs of higher and postgraduate professional education of PetrSU (postgraduate education, residency training, internship training, doctorate degrees); research or academic teaching traineeship, extended education programs (pre-enrollment preparation programs, professional development and retraining programs for short-term education programs and exchange programs aimed at improving their knowledge in the sphere of the Russian language, Russian culture and literature) should visit the Visa and Registration Department of PetrSU (or the person in charge of visa registration at the University branches) to verify entry documents: passport, notarized passport translation (if there are no passport pages with the Russian text, pasted visa or passport extension), migration card, detachable part of the notification of a foreign citizen's arrival to the place of residence (hereinafter referred to as ‘arrival notification’), the Russian Federation entry visa (if applicable), and get the receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens, as well as the verification of the entry documents.

1.14. These Rules are subject to change according to applicable procedure.


^ 2. ACCEPTANCE OF DOCUMENTS FROM APPLICANTS

2.1. Acceptance of documents, entrance examinations, and students admission are conducted by various subdivisions and officials of PetrSU: the Admission Board (enrolment to the list of the first-year students); Pre-enrollment Training Department and Directorate for International Cooperation (admission to the preparatory programs before entering the University); Directorate for Scientific Research (admission to the postgraduate educational programs, residency training, internship training, doctorate degrees programs); deans of faculties (admission to Master\'s Degree Programs, research traineeship, and exchange programs); Directorate for International Cooperation and deans of faculties involved (admission to the extended education programs and exchange programs).

2.2. Documents for the first year of study are accepted within the following time limits:

2.2.1. Documents acceptance dates for foreign citizens specified in Article 1.3.1, Par. 1.3 of these Rules are set by the Ministry of Education and Science of the Russian Federation.

2.2.2. Documents acceptance dates for the foreign citizens specified in Articles 1.3.2. – 1.3.4., Par. 1.3. of these Rules are set by the Admission Rules of PetrSU for the forthcoming academic year.

Documents acceptance dates for foreign citizens seeking the admission to the first-year of study under contractual agreements, with tuition fees paid by private and/or legal persons, are set annually by the Admission Rules of PetrSU.

2.3. Documents from foreign citizens seeking admission to the postgraduate programs are accepted annually from August 15 to September 15; to the clinical internship and internship programs – from May 15 to June 15; to the doctoral degree programs – from August 15 to September 15.

2.4. Admission of foreign citizens to extended educational programs (pre-enrollment preparation programs, professional development and retraining programs; short-term education and exchange programs is organized all year round, provided there is a contractual agreement and an invitation for studying.

2.5. Foreign citizens applying to become first year students of PetrSU have the right to submit applications to three specializations, directions of faculties at one time, on a full-time or part-time basis within all basic educational programs of the University. They also have the right to apply for tuition-free studying (sponsored by the state) or paid educational programs (with tuition fees paid under contractual agreements).

Admission to PetrSU is conducted on the grounds of a personal application, which lists maximum three bachelor programs (specializations) on a priority basis. Bachelor programs (specializations) can be chosen either within different faculties or within one faculty. The electronic application form should be filled out only once and submitted to the Admission Board of the chosen faculty. If there is a need to make changes in the application (i.e. change the type of a contest or study programs priority, chose another specialization, etc.), one should contact the Admission Board of the faculty where the application was submitted to. If you apply for a full-time study program, final changes should be made by July 25.

Foreign citizens who passed the Russian Federation Unified State Examination (hereinafter referred to as USE) and have the relevant certificate, have the right to apply to PetrSU on the basis of the USE results, and submit applications to no more than five educational institutions and to three specializations, directions of faculties or group of specializations, directions at one time, on a full-time or part-time basis within all basic educational programs of the University. They also have the right to apply for tuition-free studying (sponsored by the state) or paid educational programs (with tuition fees paid under contractual agreements).

Applicants seeking admission to the full-time study programs have the right to send their applications and all necessary documents via common public postal service operators (hereinafter referred to as ‘by mail’).

Documents sent by mail are accepted if they arrive within time limits set by the Rules of Admission to PetrSU for the forthcoming academic year.

Documents are to be submitted to the following address: 185910, Petrozavodsk, Lenin Avenue, 33, Petrozavodsk State University (the main building, specifically allocated rooms). Working hours: 10.00 a.m. – 5.00 p.m. Monday-Friday, 10.00 a.m. – 2.00 p.m. Saturday. The Secretariat of the Admission Board is located in room 127 (ground floor); tel.: (8142) 71-10-30.

Detailed information on tuition fees can be received and contracts for fee-based education can be concluded in the Marketing Department (room 122 of the main building (ground floor); tel.: (8142) 71-10-40).

2.6. When applying for admission to PetrSU (in the Russian language) for Bachelor’s Degrees or specialist training programs, a foreign citizen should submit the following documents to the Admission Board:

- state general certificate of the complete secondary education or secondary vocational education, or the educational certificate of the foreign state, which is equivalent to the state certificate of the complete secondary general education or secondary vocational education in the Russian Federation;

- properly notarized translation into the Russian language of the foreign educational certificate and of the attachment to it (if applicable under the law of the state where the certificate was issued); certificate translation must be notarized by a Russian notary or embassy of the Russian Federation in the country where the document was issued.

- certificate confirming the results of the Russian Unified State Examination (if any);

- copy of an applicant’s identification document or any document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002 "On the Legal Status of Foreign Citizens in the Russian Federation" (passport or permission for temporary residence or registration card) (original document should be submitted by applicant in person);

- notarized translation of the passport into the Russian language (if there is no passport pages with Russian text, pasted visa or passport extension);

- copy of documents or other evidence verifying the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999 "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted in person during the process of foreign resident registration in the Visa and Registration Department of PetrSU or by a responsible person of a branch of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the verification of entry documents (by the Visa and Registration Department of PetrSU or a responsible person of PetrSU branch).

The first and the last name (surname) of the applicant mentioned in any documents translations into the Russian language should be the same as in the entry visa or in the notarized translation of the passport.

If the documents are sent by mail, applicants needn’t submit a migration card, a detachable part of the arrival notification and a copy of visa (if applicable).

All foreign citizens seeking admission as first year students, except for residents of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Republic of Tajikistan, Ukraine, the Republic of Turkmenistan, as well as Abkhazia and South Ossetia, should submit the following additional documents:

- document certifying the equivalence of all foreign academic certificates in due form established by the Ministry of Education and Science of the Russian Federation;

- certificate stating the results of the Test of Russian as a Foreign Language (TORFL), issued in accordance with the Decree of the Ministry of Education and Science of the Russian Federation No. 237 of August 15, 2008;

Citizens of the Republic of Turkmenistan seeking admission to PetrSU should submit a document certifying that an applicant graduated from a general education institution of Turkmenistan after no less than 10 years of studying.

2.7. Foreign citizens seeking admission within the quota limits established by the Decree of the Russian Federation Government No. 638 "On Cooperation with Foreign States in the Field of Education" of August 25, 2008 in addition to all the documents specified in Par. 2.6. should also submit a referral by the Ministry of Education and Science of the Russian Federation.

2.8. Foreign citizens admitted to the University under an individual contractual agreement in addition to all the documents specified in Par. 2.6. should also submit a properly signed contract for educational services.

2.9. Foreign citizens admitted to the University under a contractual agreement with a third party (intermediary firm), in addition to all the documents specified in Par. 2.6. should also submit a referral with applicant’s name signed by the head of the firm with the guaranty of payment within the time period stipulated in the agreement.

2.10. Foreign citizens seeking admission to Master's Degree programs should submit the following documents:

- Bachelor’s diploma, or a diploma of complete higher professional education, or a diploma of specialist, or another education certificate that is equivalent to the corresponding level of qualification in the Russian Federation;

- properly notarized translation into the Russian language of the foreign educational certificate and of the attachment to it (if applicable under the law of the state where the certificate was issued); certificate translation should be notarized by a Russian notary or by embassy of the Russian Federation in the country where the document was issued;

- acceptance of admission issued by a relevant department of PetrSU;

- copy of a document verifying a foreign citizen’s personal identity in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be submitted by the applicant in person);

- notarized translation of the passport into Russian (if there is no passport pages with the Russian text, pasted visa or passport extension);

- copy of documents or other evidence verifying the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted in person during the process of foreign resident registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the verification of entry documents by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translations into the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.11. Foreign citizens seeking admission to postgraduate study programs should submit the following documents:

- application for admission to a relevant postgraduate programs (part-time postgraduate program), addressed to the Rector of the University;

- personal card with a photo;

- original or a notarized copy of a high education certificate (Master’s or Specialist degree) and all the attached documents, listing all the subjects studied, the total number of hours for each subject, exam grades (credits), as well as notarized translations of all the submitted documents into the Russian language and a document certifying the equivalence of all foreign academic certificates, issued by the Federal Education and Science Supervision Agency;

- document certifying the passing of qualifying examinations for the Candidate degree, if any (Form No. 2.2);

- list of published research articles (if no articles have been published, a summary report representing the area of academic interests should be submitted);

- opinion letter written by a prospective supervisor after reading the report and having a personal interview with an applicant;

- copy of a document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be provided by applicant in person);

- notarized translation of the passport into the Russian language (if there is no passport pages with Russian text, pasted visa or passport extension);

- copy of documents or other evidence proving the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted personally during the process of foreign resident registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the verification of entry documents by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translations into the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.12. Foreign citizens seeking admission to internship programs should submit the following documents:

- application for admission, addressed to the Rector of the University;

- personal card with one black-and-white photo (standard size 3x4);

- original or a notarized copy of certificate of higher education and all necessary attachments to it, as well as notarized translations of all these documents into Russian and a document certifying the equivalence of all foreign academic certificates, issued by the Federal Education and Science Supervision Agency;

- reference letter from the previous place of work/study;

- copy of a document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be provided by the applicant in person);

- notarized translation of the passport into the Russian language (if there are no passport pages with Russian text, pasted visa or passport extension);

- copy of documents or other evidence verifying the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted personally during the process of foreign resident registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with of the rules of stay in the Russian Federation for foreign citizens and the entry documents verification by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translations in the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.13. Foreign citizens seeking admission to clinical residency training programs should submit the following documents:

- application for admission, addressed to the Rector of the University;

- personal card with one black-and-white photo (standard size 3x4);

- original or a notarized copy of certificate of higher education and all necessary attachments to it, as well as notarized translations of all these documents into Russian and a document certifying the equivalence of all foreign academic certificates, issued by the Federal Education and Science Supervision Agency;

- statement of personal history and background;

- reference letter from the previous place of work/study, issued for participation in the enrollment competition;

- copy of the document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be provided by applicant in person);

- notarized translation of the passport into the Russian language (if there is no passport pages with Russian text, pasted visa or passport extension);

- copy of documents or other evidence proving the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted in person during the process of foreign resident registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 7 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the verification of entry documents by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translations into the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.14. Foreign citizens seeking admission to doctorate programs should submit the following documents:

- application for admission, addressed to the Rector of the University;

- personal card with a photo;

- original or a notarized copy of a postgraduate education certificate, acknowledged in the Russian Federation as the equivalent of Candidate of Sciences degree, a notarized translation of this document and a document certifying the equivalence of the submitted educational document, issued by the Federal Education and Science Supervision Agency;

- detailed plan of doctoral dissertation;

- list of published academic and educational research papers (Form No. 16);

- approval by a relevant chair of the University;

- approval of a candidate seeking admission to a doctoral degree program by the Scientific Board of the University;

- copy of the document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be provided by applicant in person);

- notarized translation of the passport into the Russian language (if there are no passport pages with Russian text, pasted visa or passport extension);

- copy of documents or other evidence verifying the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted personally during the process of the foreign citizen registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the entry documents verification by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translations into the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.15. Foreign citizens seeking admission to research or academic teaching traineeship programs should submit the following documents:

- program (plan) of traineeship;

- approval by a relevant department of the University, specifying the future research topic and the research supervisor;

- copy of the document verifying personal identity of a foreign resident in the Russian Federation according to Article 10 of Federal Law No. 115-FZ of July 25, 2002, "On the Legal Status of Foreign Citizens in the Russian Federation" (original document should be provided by applicant in person);

- notarized translation of the passport into the Russian language (if there are no passport pages with the Russian text, pasted visa or passport extension);

- copy of documents or other evidence verifying the belonging of compatriots residing abroad to groups specified in Article 4 of Federal Law No. 99-FZ of May 4, 1999, "On the State Policy of the Russian Federation with Regard to Compatriots Living Abroad";

- copy of the migration card (the original is submitted personally during the process of the foreign resident registration in the Visa and Registration Department of PetrSU);

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable);

- 6 photos (standard size 3x4, black-and-white, matte paper);

- receipt confirming the acquaintance with the rules of stay in the Russian Federation for foreign citizens and the entry documents verification by the Visa and Registration Department of PetrSU.

The first and the last name (surname) of the applicant mentioned in any documents translated into the Russian language should be the same as in the entry visa or the notarized translation of the passport.

2.16. In his/her application for admission an applicant should state that he/she is acquainted with the license granting the University the right to deliver educational services, the certificate of state accreditation and with all the attached documents on chosen direction/specialization, or he/she should state that there is no such certificate and verify such statement by his/her personal signature.

Applicant’s personal signature should also be placed on the following documents:

- document certifying the passing of the Russian Federation Unified State Examination (USE) and listing the results of USE, or giving the information about the place of passing USE during the extension period (if applying to the University on the grounds of the USE results);

- acknowledgement of applying to no more than five higher education institutions (when applying to the University on the grounds of the USE results);

- statement of being familiar with the rules of appeal when seeking admission as a first year student on the grounds of the entrance examinations results, additional entrance tests and on the grounds of certification tests;

- consent to processing of one’s personal data in the order established by Federal Law No. 152-FZ of July 27, 2006, "On the Personal Data".

If several Unified State Examinations were passed, and their term of validity has not expired yet, an applicant should indicate in his/her application those results of USE (and general subjects) which are to be used.

If an applicant provides false personal information, the University reserves the right to return the documents to the applicant.

2.18. When submitting documents in person, an applicant is given a special receipt verifying the acceptance of documents by the University.


^ 3. PETROZAVODSK STATE UNIVERSITY ENTRANCE EXAMINATIONS

3.1. The list of entrance examinations for foreign citizens specified in subparagraphs 1.3.2. – 1.3.4., Par. 1.3. of these Rules is set according to the Rules of Admission to PetrSU for the forthcoming academic year and held in the form established by PetrSU.

3.2. The list and format of entrance examinations for foreign citizens specified in Paragraph 1.5. are established by PetrSU.

3.3. If foreign citizens specified in subparagraphs 1.3.2. – 1.3.4., Par. 1.3. and Par. 1.5 of these Rules submitted the results of USEs in general education subjects, which are included in the list of the entrance tests for the direction or specialization chosen by an applicant, PetrSU accepts the results of USE as the entrance examinations results.

3.4. Foreign citizens who have the right to study at the University at the expense of the relevant budget and who are the winners and prize winners of the final stage of the All-Russian School-level Olympiad are accepted without entrance exams (chosen directions/specializations should correspond to the academic area covered by the Olympiad).

Results scored by the winners and prize-winners of the final stage of All-Russian School-level Olympiad are accepted by PetrSU as the highest results of the entrance exams (equal to "100" points) in relevant general education subjects (when applying to the direction/specialization not corresponding to the academic area covered by the Olympiad).

The procedure of foreign citizens admitting to PetrSU (who are the winners and prize-winners of the school-level Olympiads) is established by the Decree of the Ministry of Education and Science of the Russian Federation No. 285 of October 22, 2007.

3.5. Foreign citizens mentioned in subparagraph 1.3.1 of Par. 1.3 of these Rules are admitted to PetrSU without preliminary examinations on the ground of the assignments from the Ministry of Education and Science of the Russian Federation.

3.6. According to the state standards of higher education, applicants seeking admission to postgraduate programs take the following examinations (starting from October 1):

- major subject area;

- philosophy;

- foreign language (chosen by PetrSU and required for fulfilling of dissertation research).

3.7. Applicants seeking admission to internship or clinical residency training programs at PetrSU are interviewed by representatives of a relevant University chair.

3.8. Enrollment to extended education programs (pre-enrollment preparation programs; professional development and retraining programs; short-term education and exchange programs, as well as other short-term programs) is conducted without any preliminary examination.


^ 4. ADMISSION TO PETROZAVODSK STATE UNIVERSITY

4.1. Enrollment of foreign citizens, mentioned in subparagraphs 1.3.2. – 1.3.4. of Par. 1.3. of these Rules, for tuition-free studying at the expense of the relevant budget is conducted according to the procedure and within the time limits established by the Rules of Admission to PetrSU.

4.2. Enrollment of foreign citizens, who enter the University on the ground of the assignments from the Ministry of Education and Science of the Russian Federation, is conducted within the set time limits, defined by the Ministry of Education and Science of the Russian Federation.

4.3. Enrollment of foreign citizens under contractual agreements, with tuition fees paid by private and/or legal persons, is conducted on August 10.

4.4. Enrollment in postgraduate programs depends on the results of preliminary examinations and starts on October 15; enrollment in internship or clinical residency training programs depends on the results of an interview and starts on September 1; enrollment in doctoral degree programs should be approved by the Scientific Board of PetrSU and starts on November 15.

4.5. Foreign citizens who have successfully passed the entrance examination and were enrolled at PetrSU (or into one of the branches of PetrSU) to the basic programs of higher professional and postgraduate professional education (postgraduate programs, residency training, internship training, doctorate degree programs) immediately after their arrival to the place of study should provide the following documents to the Visa and Registration Department of PetrSU (or a responsible person of one of the branches of PetrSu) as required by the migration registration rules:

- identification document;

- notarized translation of the passport into the Russian language (if there are no passport pages with the Russian text, pasted visa or passport extension);

- migration card with an entry control check mark;

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable), with the purpose of stay in Russia being formulated as "Studying at Petrozavodsk State University";

- 6 photos (standard size 3x4, black-and-white, matte paper);

- medical insurance valid in the territory of the Russian Federation;

- temporary residence permission or registration certificate (if available);

- notice (or an extract from the notice) of enrollment (the first-year students should obtain it from the Admission Board, the students of the following years – from the relevant faculty dean’s office, and the students of the Russian language courses – from the Directorate for International Cooperation);

- referral by the Ministry of Education and Science of the Russian Federation (for the foreign citizens who were enrolled at the university on the grounds of such referral);

- reference to the migration service, certifying that this foreign citizen is the student of PetrSU (should be issued by the relevant faculty dean’s office);

- contract for educational services or its copy, certified by the Marketing Department. The original contracts for students who study on the fee-paying basis are kept in the Marketing Department office, for the students enrolled in the Russian language courses – in the Directorate for International Cooperation office (in branches of PetrSU, the original contracts are kept by the person in charge);

- PetrSU hostel reference (if the foreign citizen resides in the university hostel);

- hand receipt of a Russian citizen confirming the foreign citizen residence at the address mentioned in the application (if the foreign citizen resides in the apartment of the citizen of the Russian Federation);

4.6. Foreign citizens coming to PetrSU as participants of research/research and education traineeship programs or extended education programs (pre-enrollment preparation programs, professional development and retraining programs, short-term education and exchange programs aimed at enhancing knowledge of the Russian language, culture and literature) should submit the following documents to the Visa and Registration Department of PetrSU immediately after arrival:

- identification document;

- notarized translation of the passport into the Russian language (if there are no passport pages with the Russian text, pasted visa or passport extension);

- migration card with an entry control check mark;

- detachable part of the arrival notification;

- copy of the Russian Federation entry visa (if applicable), with the purpose of stay in Russia being formulated as "Studying at Petrozavodsk State University";

- 6 photos (standard size 3x4, black-and-white, matte paper);

- medical insurance valid in the territory of the Russian Federation;

- temporary residence permission or registration certificate (if available).


^ 5. ACCOMODATION IN THE HOSTELS OF PETRSU

5.1. All foreign citizens (applicants) should provide themselves with accommodation and registration at the place of residence during the period of the entrance examinations on their own.

5.2. Foreign citizens enrolled in basic educational programs of higher education or post-graduate higher professional education (postgraduate studies, residency, internship, doctorate), on research or academic teaching traineeship, programs of additional education (pre-enrollment preparation programs, professional development and retraining programs, short-term education and exchange programs aimed at enhancing knowledge of the Russian language, culture and literature) are accommodated in the hostels in accordance with the general practices applied to the Russian Federation citizens studying at the University.

5.3 After his arrival to the hostel, a foreign student should provide the following documents to the hostel administrator:

- application for the accommodation in the hostel addressed to the Dean of the relevant faculty and signed by the Dean, the head of the Second Department, regulating military service deferment issues (for men only, room 328 of the main building), the head (deputy head) of the Maintenance Administration (address: Anokhina str., 20, rooms 106, 107);

- identification document;

- notarized translation of the passport into the Russian language (if there are no passport pages with Russian text, pasted visa or passport extension);

- migration card with an entry control check mark (except for the citizens of the Republic of Belarus);

- Russian Federation entry visa (if applicable) if the foreign citizen arrives to the Russian Federation with the entry visa where PetrSU is stated as an accepting organization;

- reference from the University Medical Department (Lenin pr., 11Б);

- 1 photo (size 3x4) for an entry permit.

After submitting all these documents, a student obtains a reference from a hostel and submits it, together with other documents listed in Par. 4.6. of these Rules, to the Visa and Registration Department as a part of the migration registration procedure.

This hostel reference confirms that the student is currently residing at the mentioned address and must be registered (get migration registration) at the address, stated in the reference.

When the migration registration procedure is successfully completed, the Visa and Registration Department gives a foreign citizen 2 copies of the migration registration notification verified by the Visa and Registration Department. One copy should be given by the student to the hostel administrator, while the other should be kept by him in case of any identity check by the relevant services.

5.4 When moving from the hostel to another place of living, foreign citizens should inform the Visa and Registration Department about it within one business day for the previous registration to be cancelled and the registration at the new address to be completed.


^ 6. TUITION FEES AND PAYMENT PROCEDURES

6.1 Tuition fees for students from the Republic of Belarus, the Republic of Tajikistan, the Republic of Kazakhstan and Kyrgyz Republic are the same as for the citizens of the Russian Federation.

Tuition fees for the stateless persons permanently residing in the territory of the Russian Federation and seeking admission to postgraduate studies, residency, internship and doctoral degree programs are the same as for the citizens of the Russian Federation.

The tuition fees for all other categories of foreign citizens are established by the Scientific Board of PetrSU and the applicable regulatory documents of PetrSU.

6.2. Accommodation in PetrSU hostels is paid by foreign students on the basis of the residential lease agreement, in accordance with the Statute of the Hostels of the State Educational Institution of Higher Professional Education "Petrozavodsk State University".
