Consortium ‘Northern European Open University’ in region’s educational space:
open education and regional international co-operation”,


to be held in Petrozavodsk on November 19 - 21, 2003


GENERAL INFORMATION

Seminar’s goal:

To sum up the results of the project, “Creation of the Northern European Open University (NEOU)” and to identify the strategy for the NEOU consortium’s activities after accomplishing the work under project, considering the basic trends in the development of higher education, open and distance learning, as well as international and regional co-operation in the fields of research and education.


Seminar’s lines:

  • Open and virtual universities as elements of common research and educational space;

  • Management of integrated and distributed higher education structures, with the organization of the NEOU consortium’s activities management taken as an example (see Appendix 1);

  • Higher schools’ experience in creating and participating in the work of open and virtual universities, with the NEOU as an example;

  • Experience in creating and developing the system of organizational, personnel and information support for the NEOU’s activities, as well as the open and distance learning system;

  • Promising lines in the NEOU’s activities on three levels: consortium as a whole, relationship between the NEOU and PetrSU, and interaction between NEOU’s structural subdivisions;

  • Development of open and distance education;

  • Promotion of international and regional co-operation in the fields of research and education;

  • Project and innovative activities and fund rising within open and virtual universities, with the NEOU as an example.

^ Terms for participating in the Seminar:

Among the Seminar’s participants we expect: representatives from Russian, foreign and international organizations – the NEOU consortium members, organizations – partners in PetrSU’s and the NEOU’s research and educational projects, organizations interested in co-operation with the NEOU, members of PetrSU’s Academic Council, PetrSU’s and the NEOU’s administrative and managerial personnel and teaching staff, managers from the NEOU's structural subdivisions, consultants and executors of the project on “Creation of the NEOU”

The Seminar’s Programme is presented in Appendix 2.

The Seminar is planned to be held with the NTF’s financial support, within the completion phase of the project on “Creation of the NEOU”. For nonresidents, accommodation in Petrozavodsk and participation in the Seminar’s events are going to be paid for from the Seminar’s funds.

To take part in the Seminar, one should submit the Application Form (Appendix 3), along with the summary of the paper (see the requirements for the summaries in Appendix 4). ^ The deadline for Application Forms and Summaries is 10 November 2003.

The Organizers leave it to their discretion whether to include summaries in the Seminar’s Proceedings and oral presentations in the Seminar’s Programme or not, and fix the time and duration of the presentation. The authors of the summaries and papers to be published will receive a copy of the Seminar’s Proceedings.

Appendix 1


^ BRIEF INFORMATION ABOUT THE PROJECT «CREATION OF THE NEOU»

The Project on«Creation of the NEOU», financed within the framework of the Innovation Loan for the development of education, is aimed at creating and developing new forms and mechanisms of co-operation of higher schools with governmental, research-and-educational, innovation, entrepreneurial, information-and-consulting, financial and other interested parties, improving methods and technologies of higher school management, and raising the level of the administrative and managerial personnel’s skills. The Project’s goal is to create the NEOU as a consortium of research-and-educational, innovation, voluntary and other types of institutions in the North of Europe, with the aim to organize joint personnel and scientific support for processes of integration between the European North of Russia and Nordic countries in the fields of economic, political and cultural co-operation, as well as to get Russian institutions located in the Region more actively involved in developing common research-and-educational and information space in the North of Europe.

As a result of the 1st stage of the project implementation (1999-2000), the normative base was created, identifying the general structure, strategy and principles of creation of the NEOU as an international regional open consortium. During the 2nd stage of the project (2001-2003), systems of support (organizational, personnel and information) were created for the NEOU’s work and management on the consortium level, university level, and the NEOU’s structural subdivisions’ level. The NEOU’s working model is based on innovative methods of management, open and distance learning technologies, joint research-and-educational and project activities, considering common objectives of regional international co-operation in the European North of Russia.

The ceremony of signing the Protocol of Intention “Declaration on the NEOU creation” took place at the extended meeting of the Academic Council of Petrozavodsk State University on 12 September 2000. 26 organizations have joined the NEOU consortium since the time the Declaration was signed (from 2000 till 2003), these including Russian, foreign national and international educational, research, voluntary, cultural and commercial organizations, foundations, companies from Nordic countries and the USA. In conformity with the Declaration on the NEOU creation, the management of the NEOU at PetrSU has been formed and is functioning, being in charge of administrative, organizational, financial and accounting management of the NEOU’s work. The NEOU at PetrSU is also responsible for the establishment and promotion of mutually beneficial international co-operation, both between the consortium members and with the third-party organizations; creation of the NEOU’s information-and-consulting service; development of techniques for stimulating and implementing project activities and fund rising within the NEOU and each consortium member. The NEOU at PetrSU functions on self-financing principles.

International research-and-educational centres of PetrSU’s faculties have been founded and are functioning as the NEOU’s structural subdivisions:

PetrSU’s working experience in creating and developing the NEOU’s activities has been shared by its consultants at many international and Russian scientific-and-practical conferences dealing with problems of education management, information technologies in education, open and distance learning, international co-operation, etc. The work of PetrSU and the NEOU at PetrSU is currently aimed to create conditions for successful co-operation within the framework of the NEOU, on self-financing principles, since the NTF’s project is close to its completion. The first steps in this direction have already been made: as a result of project activities development, considerable funding has been received from international, foreign and Russian foundations to implement a number of projects having directly to do with the work of both the NEOU and its international research-and-educational centres.
